1. Assists with implementation of the necessary systems and tools to enable site leaders to manage compliance with all pertinent HSE regulations, permits, statutes, local ordinances and/or other externally driven requirements (e.g. SMK3 in accordance to the PP No.50 year of 2012, etc.).
2. Assists with implementation of the necessary systems and tools to enable site leaders to manage conformance with all pertinent Alcon HSE Global Operating Procedure, as well as relevant local OSH regulations.
3. Ensures that HSE services are provided to the site in an effective and efficient manner and works directly with business leaders.
4. May serve as the primary point of contact on HSE issues at the site for regulatory authorities and co-ordinates the response to regulatory inspections.
5. Develops effective and efficient HSE Management System and provides assistance for some of the supporting programs (e.g., Chemical Safety, Biosafety, Radiation Safety, Alcon Crisis Management (ACM) that are appropriate in consideration of the site’s complexity, population, regulatory burden/safety, criticality and location.
6. Develops and drives incident response procedures.
7. Develops and drives the risk management program for the site, and guide owner in effective implementation of risk control (e.g. HIRA, HAZOP, Management of Change, as applicable).
8. Fulfil the role and responsibility as HSE Committee Secretary for the Site HSE Committee (P2K3).
