Detentions is in the process of increasing its staffing complement across Immigration Holding Centres, which will house detainees of various risk profiles.

Duties
Key activities including but not limited to:
  • Active case management of detainee files;
  • Ensure static and dynamic security of detention facility;
  • Maintain care, control and well-being of detainee population;
  • Diffuse situations through de-escalation techniques and use force as needed for conflict intervention;
  • Making detention and/or release decisions, and/or executing authorized releases;
  • Conducting risk assessments and making recommendations on detention placement;
  • Respond to inquiries, complaints and requests from detained clients or related to contracted employees;
  • Monitor, report and interact with detainees;
  • Liaise with internal stakeholders, non-government organizations, correctional partners and contractors;
  • Reviewing and revising internal detention procedures;
  • Assisting with oversight and monitoring of contracts;
  • Complete transports of detainees by land or air, as required.

An Overview of the Inland Enforcement Officer position at the Immigration Holding Centre:

Primarily an Inland Enforcement resource, the CBSA Officer working at an Immigration Holding Centre (IHC) reports to the assigned Manager, Intelligence & Enforcement Operations, responsible for the administration of the Detentions program and conducting activities related to operating an Immigration Holding Centre (IHC). The CBSA Officer working in an IHC is responsible for a variety of different duties including administrative, contract monitoring and reporting, detainee case management, detainee intervention and liaising with internal and external stakeholders.

The CBSA administers the Immigration and Refugee Protection Act, which allows for the arrest and detention of foreign nationals and permanent residents. Canada’s immigration laws permit the Canada Border Services Agency (CBSA) to detain individuals with an unestablished identity, for being a flight risk, and for being a danger to the public. Officers working in an IHC engage with detainees, which may include families in limited circumstances, vulnerable persons, detainees with criminality and/or mental health conditions, members of the legal community and other community supports, such as non-governmental organizations.

CBSA officers working in an IHC may be required to work a variety of different shifts that include afternoons, midnight, weekends and/or statutory holidays CBSA officers working in an IHC may be required to wear a uniform and wear defensive equipment. CBSA officers working in an IHC hold a wide range of delegated authorities under the Immigration and Refugee Protection Act (IRPA) including the authorities to arrest, detain and/or release an individual under the IRPA.

An officer working in an IHC may be the primary point of contact for the CBSA for a variety of contracted services during non-business hours. In general, contractors working within the IHC include security guards, food, medical, housekeeping and maintenance services. As such, a CBSA Officers working at an IHC are required to exercise a high degree of decision making and judgement as it relates to detainee and facilities management.

Intent of the process
This selection process will be used to staff Inland Enforcement Officer positions within the Immigration Holding Centres (IHC) only and will not be used to staff other FB-03 positions within CBSA. The training associated to this position is specific to the Inland Enforcement Officer role at the Immigration Holding Centres. Successful candidates who are appointed to an Inland Enforcement Officer position at an Immigration Holding Centre, and wish to deploy to other position(s) in the future will be required to participate in additional training, which may include attending the CBSA College in Rigaud, QC.

The intent of this process is to create a pool of fully qualified candidates for where positions are available or vacancies are anticipated. The pool may be used to staff similar positions on a permanent (indeterminate) or temporary basis (specified period) only within the IHC’s.

CBSA operates IHCs in (1) Surrey, British Columbia (2) Laval, Quebec and (3) Toronto, Ontario. Future IHC or detention locations may be identified in the future.

IMPORTANT: Pulls will be done on an as needed basis.

  • The minimum standard is a secondary school diploma or employer-approved alternatives (See Note).

Note:
1. The employer-approved alternatives to a secondary school diploma are:
o A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
o An acceptable combination of education, training and/or experience.

Candidates who already meet the following criteria must be accepted as meeting the secondary school diploma requirement for the FB Group only:
a. Those who were converted on an indeterminate basis to a Border Services (FB) position; or
b. Those who were appointed or deployed on an indeterminate basis to a Border Services (FB) position and have already attained a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
c. Those who were appointed or deployed on an indeterminate basis to a Border Services (FB) position using an acceptable combination of education, training and/or experience.
Degree equivalency
EXPERIENCE:
  • Significant* and recent** experience effectively de-escalating difficult situations within an enforcement or mental health environment.

  • Significant experience is defined as the experience associated with having performed a broad range of related activities which would be acquired over one consecutive year.
** Recent is defined as experience acquired during the past five years.

OPERATIONAL REQUIREMENTS:

Conditions of employment
All applicants will be required to meet the following Conditions of Employment:
  • Possess and maintain a valid unrestricted driver’s license that allows the holder to drive a motor vehicle in Canada;
  • Obtain and maintain a Secret Security clearance as per CBSA Security Standards;
  • Possess and maintain a valid Standard First Aid Certificate from a qualified provider approved by any province or territory in Canada, and as defined in Part XVI of the Canada Occupational Health & Safety Regulations;
  • Carry, use and maintain CBSA-issued defensive equipment, in accordance with the CBSA's policies and directives, as required. (The duties of a CBSA Inland Enforcement Officer will require you to carry and use a duty firearm as well as other defensive equipment such as oleoresin capsicum (OC) spray and a baton in accordance with the CBSA’s policies and directives. You must meet and maintain the medical, behavioral, psychological and physical requirements and to re-certify in the use and maintenance of the duty firearm and defensive equipment.);
  • Wear and maintain a uniform as per the CBSA Uniform Policy and Standards of Appearance;
  • Work overtime, as required;
  • Willingness to work a 24/7 rotational shift schedule or work various shifts on rotation, weekends as well as statutory holidays;
  • Successful completion of the Canadian Firearms Safety Course (CFSC) and the Canadian Restricted Firearms Safety Course (CRFSC) as required;
  • Travel as requested (in Canada, Continental USA and/or International);
  • Possession of a valid Passport
  • Obtain and maintain a Transportation Security Clearance as required;
  • Operate a government vehicle;
  • Accept deployments anywhere in Canada.

Training associated with meeting the conditions of employment may occur at a centralized location within Canada. Candidates may be required to attend training at the CBSA College in Rigaud, QC, or a satellite campus throughout Canada.
