Primary objective
Prepare strategic policy and intergovernmental strategy advice on a broad range of public policy issues arising through
National Cabinet and other intergovernmental forums.
Context statement
The Intergovernmental Strategy and Reform team works across government agencies to support the Northern Territory’s
participation in federal relations, including the National Cabinet and the Council for the Australian Federation.
Key duties and responsibilities
1. Undertake research and quality evidence-based analysis to provide strategic advice and comment on a range of public
policy issues that impact on the Northern Territory, including development of coordinated, whole of government
positions on matters before the National Cabinet, Council for the Australian Federation and supporting officials groups.
2. Provide high level project management and coordination support to senior employees within the business unit and
executives within the department participating in intergovernmental forums
3. Review and provide critical analysis of intergovernmental agreements and agreements under the Federation Funding
Agreements Framework and coordinate cross-government requests, including those relating to the Joint Standing
Committee on Treaties.
4. Develop and maintain productive working relationships across Northern Territory Government, Commonwealth and
other state and territory stakeholders.
5. Research and prepare reports, briefings and correspondence, including Ministerials, Cabinet Submissions, Legislative
Assembly Briefings, National Cabinet briefings and other submissions.
Selection criteria
Essential
1. Contemporary experience in the provision of strategic policy advice using strong conceptual and analytical skills across
a range of subjects.
2. Excellent organisational skills and demonstrated motivation and personal drive.
3. Experience in the provision of secretariat support and project coordination and proven ability to manage competing
priorities and deadlines.
4. Well-developed communication skills and experience preparing briefings, reports and ministerial correspondence.
5. Proven ability to work effectively and collaborate with people at all levels and with internal and external stakeholders.
Desirable
1. Tertiary qualification in a relevant discipline.
2. Knowledge and understanding of strategic policy issues facing the Northern Territory across a range of economic, social
and environmental areas.
3. Flexibility to work outside of normal hours when required.
4. Baseline Australian Government Security Vetting Agency Security Clearance.
