Primary objective
Provide high level strategic advice and management on all procurement and contract related issues and provide support to the
Rum Jungle Rehabilitation Project (RJRP) for complex, medium/high risk and high value procurement and contract activities that
reflect sound procurement practices, processes, and procedures to ensure compliance with the Northern Territory Government’s
legislative frameworks.
Key duties and responsibilities
1. Provide high level strategic advice and management on the procurement and contract management for high risk and high value
projects in a very complex project delivery environment.
2. Provide strategic advice to Project Director and Project Services Director to resolve contract disputes and liaise with external
service providers to resolve contract issues.
3. Manage a team responsible for provision of procurement and contract management services.
4. Lead the development of high-quality accurate procurement documentation including the project specific procurement plan
(PSPP), supporting documentation, quotation, and tenders.
5. Develop and manage complex projects to undertake strategic procurement and contract development projects.
6. Develop and implement strategic procurement and contract management processes across the RJRP and ensure the ongoing
enhancement of the procurement and contract management strategies.
7. Develop and maintain productive working relationships with colleagues, contractors, and other internal and external
stakeholders.
Selection criteria
Essential
1. Ability to provide high level strategic advice and management on all procurement and contract related issues and provide
support to the Rum Jungle Rehabilitation Project for complex, medium/high risk and high value procurement and contract
activities.
2. Highly developed strategic, conceptual, analytical, and complex problem-solving skills with a proven ability to exercise sound
judgement and provide effective and innovative solutions to complex procurement and contract management issues.
3. High level program and project management skills together with the ability to manage major projects and multi-faceted tasks.
4. Proven ability to develop and maintain effective partnerships and strategic alliances with managers and groups, external
agencies and contractors, and industry groups and individuals.
5. Superior written communication skills including report, proposal, and commercial analysis writing.
6. Extensive knowledge of contract and procurement management particularly as it relates to large and complex contracts.
7. Well-developed specialist knowledge of contracts and procurement systems, frameworks, policies and procedures and
processes as applicable to public sector, including reforms, compliance issues and performance management.
Desirable
1. Tertiary qualifications in Business, Contract or Project Management or similar.
