Senior Manager, Policy and Transparency

Background
Global Fishing Watch is an international, non-profit organization committed to advancing ocean governance through increased transparency. We create and publicly share knowledge about human activity at sea to enable fair and sustainable use of our ocean. Founded in 2015 through a collaboration between Oceana, Sky Truth, and Google, GFW became an independent non-profit organization in June 2017. Using cutting-edge technology, we create and publicly share map visualizations, data and analysis tools to enable scientific research and drive a transformation in how we manage our ocean. Our major focus is on commercial fishing because it is the most widespread human activity at sea, the most impactful on ocean health, and the most crucial for global livelihoods and food security. By 2030, we aim to monitor and visualize the impact of ocean-going vessels, both industrial and small-scale, that are responsible for the vast majority of the global seafood catch. We believe human activity at sea should be common knowledge in order to safeguard the global ocean commons for the common good of all.
The Position
We are looking for an experienced oceans expert with excellent project management skills as well as technical and policy expertise and experience. The Senior Manager will work as part of the Global Practice Unit to enable and support the delivery of impact goals of the regions. The candidate will specifically support the regions in identifying and securing landmark policies to ensure that transparency is embedded in key regulations as a principle of ocean policies, as well as making the data accessible and actionable to help in reduction of threats like IUU fishing and biodiversity loss. The candidate will develop work plans with the regional teams and support them in building networks of partners in-country to help with the revision or development of relevant national policies.
The Senior Manager, National Policy will also align and ensure the work plans and policy transparency pathways are complementary to the targets of the International Policy team.
Flexible working hours to accommodate calls across time zones is essential and some travel may be required to support country representatives at external meetings as needed.
Principal Duties and Responsibilities
Development and Implementation of Policy and Transparency Work plans
  • Co - develop work plans with the regions to secure the identified policy instruments in- country
  • Ensure that work plans and roadmaps are complementary to the larger support of Global Practice and International Policy team
  • Develop and provide regular policy briefings on key challenges and major policy windows in the regions and in the identified core countries
  • Provide regular updates and recommendations to the Director of Global Practice and Director of International Policy, including challenges, learnings and cross- regional insights
Policy Module Development and Roll- Out
  • Develop policy roadmaps, modules and toolkits that enable and support the regional teams in their policy and transparency work
  • Develop insights and lessons learned from the experiences of each country, and ensure that these are integrated either through the MEL framework or in knowledge management efforts
  • Develop guidance documents on policy and transparency work and roll out to the broader program team, while ensuring it is consistent with programmatic and organisational principles.
Network of Country Officers
  • Develop and support the network of country officers located in five regions by ensuring that the approach to policy and transparency work is consistent and is informed by programmatic principles
  • Regularly convene the network of country officers to share best practices and provide new available tools in helping secure policy pathways
  • Support the development of competencies of the country officers by identifying gaps and opportunities
Fundraising, Communications, Partnerships
  • Support the efforts of the Director, Global Practice in fundraising, external representation and partnership engagements


Candidate description
Required
  • Masters Degree public administration or policy, or equivalent degrees
  • At least 7+ years of experience in policy work, both in national and international settings
  • Demonstrated track record in helping secure national policy instruments related to the oceans or broader environment work
  • Familiarity on fisheries management, marine biodiversity, or ocean governance
  • Experience in policy work and knowledge on transparency as a principle for governance, and understanding of key challenges
  • High level proficiency in program and project management
  • English and additional language in one of the identified regions
  • Highly organized, analytical, detail oriented and self-motivated
  • Ability to work quickly and efficiently to a very high standard of detail.
  • Ability to take ownership of projects and communicate project updates to stakeholders in a transparent and proactive manner.
  • Ability to manage multiple priorities under tight deadlines while performing in a fast-paced, collaborative environment.
  • An understanding of the complexities and internal communications surrounding collaboration in a global matrix and remote organization.
Preferred
  • Experience in international fora like FAO COFI, UN CBD, or engagements with RFMOs

Lastly, a final 60 minute review of your assignment/final interview with 2-3 team members.
Compensation: A compensation range for this position is USD 100K-115K per year for US-based employees, USD 45-50/h for candidates based in Argentina, and KES 8,000,000 to KES 9,500,000 for candidates based in Kenya- For applicants located outside of these options, the pay range will be adjusted to the country of hire. Compensation is commensurate with experience and will vary depending on the hired candidate's country of residence, in accordance with local laws and regulations. GFW offers pension/retirement, health and other benefits commensurate with similar level GFW employees in the country of employment. The position may be a GFW employee or consultant, depending on the country of residence
